Allianz für den internationalen Meeresschutz

Bundesumweltministerin Steffi Lemke wirbt vom 2. bis 3. März auf der Our Ocean Conference in Panama für ambitionierte Meeresschutzabkommen


Bundesumweltministerin Steffi Lemke hat auf der Our Ocean Conference in Panama Staats- und Regierungschefs dazu aufgerufen, sich für verbindliche Abkommen für den internationalen Meeresschutz einzusetzen. Die Our Ocean Conference bringt zahlreiche Staats- und Regierungschef sowie Minister zusammen, um konkrete Maßnahmen zum Schutz der Meere vorzustellen. Das Bundesumweltministerium bringt sich mit insgesamt 12 freiwilligen Projekten in einem Umfang von über 300 Millionen Euro bei der diesjährigen Konferenz ein.

Bundesumweltministerin Steffi Lemke: "Wir brauchen den Ozean als mächtigen Verbündeten im Kampf gegen die Klimakrise. Doch die Meere leiden zunehmend unter der Klimakrise, dem Artenaussterben und der starken Verschmutzung. Daher braucht es für wirksamen Meeresschutz jetzt starke Allianzen, die sich für wirksame Abkommen zum Schutz der Meere einsetzen; beispielsweise zum Schutz der Tiefsee, gegen die Verschmutzung durch Plastikmüll oder für Meeresschutzgebiete auf der Hohen See. Wenn wir die Meere weiter derart ausbeuten und verschmutzen, werden wir auch den Kampf gegen die Klimakrise verlieren."

Die Our Ocean Conference findet dieses Jahr in Panama parallel zur entscheidenden Phase der UN-Verhandlungen für ein Meeresschutzabkommen statt. Am Vorabend der Our Ocean Conference haben sich deshalb die Blue Leaders - eine Gruppe von besonders ambitionierten Ministerinnen und Ministern im Meeresschutz - in Panama versammelt, um die Verhandlungen auf höchster Ebene zu unterstützen.

Bundesumweltministerin Steffi Lemke: "Die Staatengemeinschaft hat sich vor drei Monaten in Montreal darauf geeinigt, bis 2030 mindestens 30 Prozent der Meere wirksam zu schützen. Um dieses Ziel zu erreichen, braucht es zwingend ein umfassendes Instrument, mit dem Meeresschutzgebiete auf der Hohen See ausgewiesen werden können. Gemeinsam als 'Blue Leaders' setzen wir uns für ein möglichst starkes Abkommen mit hohen Schutzstandards ein. Klar ist: wir brauchen einen erfolgreichen Abschluss der Verhandlungen am Freitag in New York, die Meere brauchen ihr erstes globales Schutzabkommen."

Zentrale Themen auf der diesjährigen Our Ocean Conference sind die Einrichtung neuer Meeresschutzgebiete, die Verschmutzung der Meere mit Plastik, der Schutz der Tiefsee sowie die jeweils damit verbundenen Regierungsverhandlungen unter anderem für ein international bindendes Abkommen "End Plastic Pollution" als Gründungsmitglied der High Ambition Coalition.

Das BMUV wird unter anderem mit einem Projekt der Internationalen Klimaschutzinitiative Kolumbien dabei unterstützen, Meeresschutzgebiete auszuweisen und das Förderprogramm gegen Plastikmüll in den Meeren hat mittlerweile ein Gesamtvolumen von 168 Millionen US-Dollar.

Im offiziellen Programm der Our Ocean Conference nimmt Bundesumweltministerin Steffi Lemke an einem Panel zu Ozeanen und dem Klimawandel teil und stellt die Förderung des Meeresschutzes im Rahmen des Aktionsprogramms Natürlicher Klimaschutz vor. Gelder aus diesem Programm werden für den Erhalt und die Renaturierung von küstennahen und marinen Habitaten in Nord- und Ostsee aufgewendet werden, beispielsweise durch das Anpflanzen von Seegaswiesen, Salzwiesen und Algenwäldern soll meeresgebunden mehr CO2 gespeichert werden.

Hintergrund:

Die OOC-Konferenzreihe wurde vom damaligen US-Außenminister John Kerry im Jahr 2014 initiiert und seitdem (nahezu) jährlich von wechselnden Gastgebern und mit steigender Teilnehmerzahl durchgeführt. Die Teilnehmenden der OOC sind Staatenvertretende, Vertretende regionaler / internationaler Organisationen und Kooperationen, der internationalen Wirtschaft, sowie gesellschaftlicher Gruppen einschließlich der internationalen NGO-Szene.

Die Our Ocean Conference findet in diesem Jahr in unmittelbarer zeitlicher Nähe zu zentralen internationalen Regierungsverhandlungen statt: darunter die Verhandlungen zum Schutz der Hohen See, die Verhandlungen an einem Abkommen gegen Plastikmüll und die Verhandlungen der Internationalen Meeresbodenbehörde am sogenannten Mining-Code für potenziellen Tiefseebergbau.

Um die Plastikverschmutzung bis zum Jahr 2040 zu beenden, beteiligt sich Deutschland an der internationalen "High Ambition Coalition to End Plastic Pollution" (HAC), den Vorsitz führen Norwegen und Ruanda gemeinsam. Mittlerweile sind über 50 Mitgliedstaaten beigetreten, die koordiniert die Verhandlung zur UNEA Res. 5/14 begleiten. Die HAC hat zum Schutz unserer natürlichen Lebensgrundlagen drei strategische Ziele für den Erfolg in den weiteren Verhandlungen definiert: den Plastikverbrauch und -produktion auf ein nachhaltiges Niveau zu beschränken, eine Kreislaufwirtschaft für Kunststoffe aufzubauen und den umweltverträglichen Umgang mit Kunststoffabfällen sicherzustellen. In einem Side-Event, organisiert von der für das Förderprogramm gegen Meeresmüll verantwortlichen ZUG, wird Bundesumweltministerin Steffi Lemke und ein norwegischer Vertreter der HAC von den aktuellen Ansätzen berichten. Anschließend können sich die Teilnehmerinnen und Teilnehmer zu Wiederverwendung, erweiterter Produzentenhaftung und nachhaltigen Substituten in einer World-Cafe-Runde austauschen.

Bei der letzten Sitzung der internationalen Meeresbodenbehörde in Kingston hat Deutschland verkündet, bis auf Weiteres keine Tiefseebergbauaktivitäten zu unterstützen und keine Abbauanträge zu sponsern, so lange kein ausreichendes Wissen über die Tiefseeökosysteme vorliegt und so lange ernsthafte Auswirkungen für die Meeresumwelt nicht ausgeschlossen werden können.

Die Blue Leaders sind ein Zusammenschluss von 20 Staaten, die auf Initiative der belgischen Regierung und mit starker Unterstützung von Panama als Vorreiter in Fragen des Meeresschutzes zusammenarbeiten. Dabei steht der Einsatz für das Ziel zum Schutz von mindestens 30 Prozent des globalen Ozeans durch ein Netzwerk von hochgradig und vollständig geschützten Meeresgebieten bis 2030 im Vordergrund. Deutschland ist der Blue Leaders Initiative bei der UN-Ozean Konferenz in Lissabon im Juni 2022 beigetreten.


I. Anhang - Liste der deutschen Verpflichtungen (OOC)
1. Support of biodiversity conservation in transboundary habitats in the Coral Triangle

Through the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety Germany engages for the Project "Solutions for Marine and Coastal Resilience in the Coral Triangle". The project aims to strengthen ecosystem and local community resilience in transboundary coastal and marine seascapes. Project areas are the Sulu-Sulawesi marine region (Indonesia, Malaysia, Philippines), the Bismarck Solomon marine region (Indonesia, Papua New Guinea, Solomon Islands), and the Lesser Sunda marine region (Indonesia, Timor-Leste). Scaling successful solutions is core to this programme and is supported through the work at various levels and the involvement of different stakeholder groups.

2. Pioneering a new strategic approach for conserving and restoring Caribbean coral reef eco-systems that targets Climate Resilient Refuges.

Germany funded a BMUV-IKI-Project, which will pioneer a new strategic approach focused on Coral Climate Refugia in the Caribbean, with activities designed to protect, restore, and sustainably use coral reefs with high potential to survive future climate impacts. Major activities include effective management of marine areas, abatement of reef threats, coral restoration using advanced technologies, promotion of sustainable livelihoods, and a range of scaling activities to achieve region-wide impacts. Degradation of coral reef ecosystems threatens the region's population, as local economies depend heavily on healthy reefs, which provide over 0.85 million Euros per km2 in critical ecosystem goods and services (e.g., fisheries, coastal protection, tourism and recreation).

3. Germany supports the protection of the Blue Five

The five species groups whales, dolphins, sharks, sea turtles and manta rays are of outstanding global biodiversity value. They are particularly vulnerable due to their dependence on diverse transboundary habitats. An important way to improve the survival of these species is to develop a transboundary framework for action and to massively promote the implementation of coordinated measures.

Germany supports an IKI-Project with a regional approach to protect migratory marine megafauna in the Southeast Pacific Region (SEPR). The preparation phase has been successfully completed. The decision on further funding is currently being examined.

4. Identification, designation and integrated management of coastal areas that are particularly vulnerable to climate change

Germany supports, via a BMUV-IKI-project, the Columbian government in the identification, prioritization and designation of extended marine and coastal protected areas. The measures also include the analysis of climate change effects on relevant areas in the Caribbean Sea and the development of sustainable management strategies under consultation of the responsible environmental institution as well as local communities in the region. The project supports the conservation of biodiversity and the resulting ecosystem services, adaptation on and mitigation of climate change as well as the preservation of the communities' livelihoods in addition to capacity building on both sides, the government and civil society organizations. The BMUV funding amount is five Million Euro over a four-year period.

5. Germany contributes to a better understanding and the knowledge of important seagrass beds' ecosystems

Seagrass beds are important feeding grounds for the highly endangered dugongs. They capture up to 12 percent of the marine sediment's carbon. The project aims to produce data on the state and condition of seagrass bed-ecosystems in order to eliminate significant knowledge gaps in pilot areas in five target countries (Philippines, Timor Leste, Indonesia, Thailand and Malaysia). The data produced contributes to informed decision- making with the goal to secure the productivity and sustainability of seaweed in the Indo-Pacific region.

The project pursues a bottom-up approach, which enables the local communities to contribute to data-collection. Thus, evidence- based business models can be designed specifically for the ecological and economic circumstances of the target region.

The project runs four years with an amount of about 4.8 Million Euro through the BMU International Climate Initiative.

6. Germany funds research project 'STELLA' on modified gillnets to reduce bycatch

Gillnets are the most important fishing gear for the German small- scale fishery. This method is considered highly selective with respect to the target species, but unwanted bycatch of seabirds and marine mammals can be a serious environmental problem at times. An interdisciplinary project funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety with 1.12 million Euro aims to reduce unintended bycatch in form of marine mammals or seabirds with the modification of gillnets. The project will contribute to solve the conflict between the interests of fishery and nature conservation.

7. Germany contributes to the voluntary trust fund to support the BBNJ Process

We support the negotiations on a binding implementing agreement under the Law of the Sea to ensure the protection and sustainable use of biodiversity in areas beyond national jurisdiction (BBNJ agreement). Therefore, Germany/BMUV contributed to the voluntary trust fund with an amount of US-Dollar 100.000 to assist developing countries in attending the meeting of the inter- governmental conference on the negotiation of the BBNJ agreement in 2023.

8. National Research to increase the carbon uptake of marine ecosystems

Germany is researching potential measures to increase the carbon uptake of marine ecosystems, taking into account ecological impacts in the German North Sea.

9. Germany supports a trilateral Research for a climate resilient World Heritage Wadden Sea

With the research program "Climate-Resilient Wadden Sea World Heritage", Germany is contributing to a trilaterally coordinated program with Denmark and the Netherlands, which lays the foundations for long-term preservation of the Outstanding Universal Value (OUV) and the integrity of the Wadden Sea UNESCO World Heritage Site as well as an effective and sustainable protection and management should be created. This program is funded by the "Federal Action Plan on Nature-based Solutions for Climate and Biodiversity".

10. Support for the UNEP INC-Process/Secretatriat through funding and providing staff Special Area of Focus: Tackling Marine Pollution

The fifth session of the United Nations Environment Assembly (UNEA) adopted resolution 5/14 on plastic pollution, including in the marine environment, and provided the mandate for the establishment of an intergovernmental negotiating committee to develop a legally binding instrument on plastic pollution, including in the marine environment. The intergovernmental negotiating committee is to conclude its work by end of 2024. The international legally binding instrument on plastic pollution, including in the marine environment, could include both binding and voluntary approaches, based on a comprehensive approach that addresses the full life cycle of plastic. To facilitate the process Germany provided support of 100.000 Euro for conducting the OEWG (Open Ended Working Group) 2022 in Dakar and pledged to support for the first Intergovernmental Negotiating Committee (INC1) with 250.000 Euro in Uruguay and comits to further fund the INC Secretariat in support the process until the Diplomatic Conference in 2025 with 1.5 Miollion Euro. In addition, a seconded Junior Professional Officer will work in the INC secretariat on Plastic Pollution in the Deputy Executive Director Office of UNEP and be supporting the implementation of UNEA resolution 5/14 "Ending plastic pollution: towards an international legally binding instrument".

Impact:
The negotiation process aiming for a treaty to "End Plastic Pollution" is the most important factor to address one of the biggest environmental menace and part of triple crises in a meaningful and coordinated manner. Only if the necessary organizational structures are established sufficiently equipped a successful outcome can be achieved.

11. German Funding program against marine litter

Special Area of Focus: Tackling Marine Pollution; Marine litter is one of the world's greatest environmental challenges. Plastic waste in particular causes considerable environmental damage. The program supports projects - around the globe - that actively prevent the discharge of waste into the sea. Oceans are the largest ecosystems on the planet and are the habitat and basis of life for many species. They are also an important source of food and income for humans. However, these important ecosystems are subject to ever-increasing pressures: around 13 million tons of plastic waste are washed into the seas every year. The Federal Government of Germany is supplementing its commitment to protecting marine ecosystems with its Marine De-bris Framework - Regional hubs around the globe (Marine:DeFRAG) funding program.

Impact:
The ultimate goal is to avoid plastic waste directly at the source, so that plastic waste does not end up in the oceans in the first place.

12. Immediate action programme for German territorial waters aiming at the retrieval of dumped munitions from the Baltic Sea and the North Sea.

The Federal Government has set itself the goal of working against excessive pressures on the oceans and improving marine protection, particularly with regard to impairment caused by dumped munitions. To achieve this, an immediate action programme has been launched. An amount of 100 Miollion Euro will be spent for this particular purpose, over a period of 4 years.

Impact:
The Federal Government will integrate the experience it gains during this phase into the work of other responsible co- operations at all relevant levels, i.e. Regional Seas Cooperations (RSCs) such as HELCOM and OSPAR as well as European and global platforms and institutions.
